By choosing QC EMR, you are choosing to personalize QC VistA, the same open source system used by the 193,000 healthcare professionals at the United States Department of Veterans Affairs for over two decades. Starting with the QC VistA EMR and practice management foundation, Vecna Medical uses its healthcare IT consulting expertise and knowledge of VistA to guide you through feature selection, strategic configuration and customization decisions to support your unique practices and workflows. Based on your decisions, Vecna Medical tailors the QC VistA package to the exact fit for your institution. The personalized version of QC VistA is called QC EMR.

QC EMR Leverages Proven QC VistA Software  (top)

At its foundation, Vecna Medical's solution will take advantage of the extensive domain knowledge and years of practical use in clinics nationwide contained in the no-cost QC VistA Server software. QC VistA Server is the solution's underlying application and database providing Electronic Health Record and Practice Management features. The QC VistA EHR features include encounter form, progress notes, patient chart, consults/procedures, medication overview, lab results, and more. The practice management features include provider scheduling, appointment management, and user/role management, in addition to some of the billing and accounts receivable elements.

The QC VistA Client

To enhance the user experience of the solution, Vecna Medical implements QC VistA GUI. This companion to QC VistA is a Windows desktop application that provides an intuitive user interface for the EHR features of QC VistA. The inclusion of QC VistA GUI will significantly reduce user training and acceptance challenges with minimal impact on implementation schedule and cost. Several options exist for presenting and interfacing with the practice management features, from the terminal-based text mode interface of QC VistA to Vecna Medical's full-featured QC EMR Client. These options give you added cost and implementation flexibility.

The philosophy behind open source is, at its core, based on the strengths of community. Open source, or free and unfettered source code, supports the belief that a community of intelligent and generous people can work together to create a superior software product. The range of open source products is immense, but most follow the same basic principles. An open source package will be hosted and maintained by a sponsor who is responsible for providing and distributing the source code and managing and verifying all contributions to that code from the community. The sponsor hosts a site where the user community can download or request the software package, comment and ask questions about the product and receive answers and advice from other users around the world, day or night. As users implement and work with the software, they may develop new features, patch bugs or find new ways of applying the software. These ideas are shared with the community, verified by the sponsor and incorporated into the next release of the open source package. The value of this community comes in the form of software transparency (no hidden security gaps or data and workflow mysteries), frequent upgrades, 24/7 support from an immense support team, and, of course, free software.

Functional Requirements Gathering is a critical step in any IT implementation project. In this stage Vecna Medical and the client set mutual expectations and determine testing and acceptance criteria. Because this step is so critical, Vecna Medical uses specialized, collaborative, web
-based tools to document requirements, dependencies, business rules, workflows and project plans, and acceptance of such. Vecna Medical's Functional Requirements (FR) Manager is unique in the industry and provides requirements tracking and management from planning through deployment phases. Vecna Medical's Client Site acts as a repository for key project information and real time project progress updates. Through this requirements- gathering process, Vecna Medical can present inherent QC VistA and QC Works features and determine configuration and customization needs. In addition, Vecna Medical works with its customer to define system interfaces and bi-directional data exchange elements and methodology. Finally, Vecna Medical will develop specialized use cases for key customer processes and workflows that will be the basis of system acceptance testing.

The outcome of the above process is a System Design Document (SDD) specifying architecture and functionality for each system application, interfaces
(especially to existing pharmacy and lab applications) and data model. The SDD will also define parameters for integration with the customer's existing IT system environment and hardware requirements based on user load. Implementation of the system will follow a Rapid Application Development (RAD) cycle format, with frequent workflow and configuration demonstrations to gather timely and invaluable feedback from key stakeholders on the product.

All of Vecna Medical's implementation efforts undergo extensive testing and quality assurance. Based on the use cases and functional requirements determined at the beginning of the project, Vecna Medical will conduct user and system level reviews to ensure each requirement is met or exceeded and that each use case is executed appropriately. Vecna Medical utilizes a three tiered-support structure. Vecna Medical's Tier 1 support is available to answer telephone calls and resolve simple issues. Where the Tier 1 representative cannot solve the issue, s/he will assess problem importance (normal, major, critical) and complexity (minor, moderate, severe). When notified during business hours, Vecna Medical Tier 2 personnel will respond and provide an estimated time to resolution within one hour for critical issues, six hours on major issues (or by 8:00am next business day), and within twenty-four hours for normal issues. All critical issues of moderate or severe complexity will be escalated to Tier 3 personnel to begin resolution within two hours of the initial call.

Tier 1 support personnel are familiar with the system from a user perspective, and trained in application and customer support. Tier 2 personnel have a bachelor's degree and technical training. Tier 3 personnel are engineers expert in computer science and in resolving any software or hardware issues that might arise. Since
the QC EMR systems are located on a central server, Vecna Medical can access the server remotely and quickly roll out or upgrade these systems to resolve any issues. Once updated, all instances of QC EMR systems will have been upgraded.
